Staff clarified that the pre-application does not require prioritizing projects at this time and costs nothing to file, but counties with a current award start 50 points lower in the scoring matrix.
Commissioner Wardlaw moved that the county apply; Commissioner Flores seconded, and the court approved the motion 5–0. Staff said the platform covers program years 2026 and 2027 and that new criteria will be issued after that period. Related items approved during the meeting included a draw request under Colonial Self-Help contract CSH22-0201 and other procedural grant/budget items.
Court discussion stressed that applying keeps Val Verde County eligible for potential future funding despite the 50-point penalty and that staff will prepare follow-up paperwork and bring project prioritization back to a future meeting if needed.
