The Roane County Commission voted to approve a package of administrative and budgetary items at its public meeting, including a contract cancellation, procurement agreements and the county's 2025 Hazard Mitigation Plan.
Commissioners approved a resolution to cancel the one Novatech contract the county attorney verified in the meeting packet; the county attorney told commissioners the revised resolution as presented cancels the verified contract and staff will investigate whether additional Novatech contracts contain the same funding-expiration clause. The attorney said a contract clause in the verified agreement would cause termination if the contract is not funded in the next fiscal year.
The commission approved a 36-month landline-services agreement (Resolution 062501) and a three-year contract with Venditt to provide online procurement services including bid posting, vendor registration, bid evaluation and contract management (Resolution 062503). Commissioners also approved a five-year agreement with Sentos Corporation for automated external defibrillator (AED) services and maintenance (Resolution 062504). A county staff member explained the county has roughly 14 AEDs, some more than a decade old, and the contract will provide replacement batteries, pads and overnight replacements to limit downtime and expected higher replacement costs.
A package of fund amendments for the 2024'25 fiscal year passed by voice vote (Resolution 062505); other fiscal adjustments approved included changes to the district attorney general fund and the general fund (Resolutions 062506 and 062507), and an adjustment for the drug task force fund (Resolution 062508). The commission adopted the 2025 Roane County Hazard Mitigation Plan (Resolution 062509) and approved putting listed county vehicles and equipment into surplus (Resolution 062510).
Most measures were adopted by voice vote; the transcript records motions, seconding and "aye" votes without roll-call tallies. Where the record did not include roll-call voting or specific vote counts, the commission recorded outcomes by voice and the clerk noted motions as carried.
Next steps: staff said they will investigate whether other contracts with Novatech contain the same funding-expiration language and will report back; the Hazard Mitigation Plan is now adopted.
