The commission held a first workshop on Dec. 17 for a special‑use permit application from Hal Mayer to convert an existing single‑family dwelling at 4185 Orange Road (Madison County tax map 57-11-50-118B) into a duplex. The parcel is zoned A‑1 and measures about 1.489 acres, which staff described as an existing nonconforming lot.
Planning staff told the commission that VDOT raised no concerns about the driveway entrance during preliminary review but that the health department will require a change‑of‑use review with wastewater characterization if the permit is approved. The county building official identified a need for an internal firewall between the two units. The applicant, attending remotely, said he does not plan to increase bedroom counts and intends to construct a firewall separating the existing structure and its addition.
Commissioners asked whether septic or drain‑field modifications would be required and whether the applicant had engaged a soil‑consultant or the health department; the applicant said he has not yet completed that step and will do so if the commission indicates approval is appropriate. There were no public comments on the case at this workshop. Staff said the application has been advertised for a public hearing in January and will return for further review.
