Lincoln County Commission approves building-inspection funding, ESRI contract and one-time sheriff payment amid budget debate

The Lincoln County Commission on Dec. 16 voted to approve several budget committee recommendations, including funding to inspect candidate buildings for possible county use, authorization for negotiating a building purchase, a three-year contract with ESRI for the Emergency Management Agency and a one-time personnel payment for the sheriff's department.

Budget committee chair Commissioner Ricky Bryant reported the committee met Dec. 2 and recommended engaging an engineer to inspect two candidate properties (identified in committee discussion as a US Bank building and a hospital building) and to proceed with negotiations if inspections warrant. The committee recommended $15,000 to retain an engineer for inspections; the commission approved the $15,000 and authorized a negotiation team (Commissioner Bryant, Commissioner Cunningham, Finance Director Jason Nicks and Mayor Newman) to work with a contractor, with the finance director to sign any resulting contract.

The committee also recommended reserving funds from the fund balance and from restricted economic and community development funds to position the county to act promptly on a purchase. The recommendation is recorded in the meeting minutes with the transcript line "moving $700,000.350 from fund balance and 350 from restricted economic and community development funds"; the amounts in that line of the record are unclear and were not clarified on the meeting floor. The chair explained that reserving funds would signal to a seller that appropriated money exists but said any final purchase must return to the full commission for approval.

Separately, the budget committee recommended and the commission approved allowing the Emergency Management Agency director, Doug Campbell, to enter into a three-year contract with ESRI; the finance director was authorized to sign the contract on behalf of the county.

On personnel, the commission approved the budget committee's recommendation for a one-time expenditure of $200,000 to be paid over the last 13 pay periods beginning Jan. 2026 and ending June 30, 2026, for roughly 93 sheriff's department employees. The transcript records the estimated gross amounts as "in the approximate amount of a 120 a $165 gross for 93 employees," which the meeting discussion treated as an approximate per-employee range. The sheriff is to provide a letter to the finance director stating that the one-time payment will not affect his maintenance of effort.

Commissioners largely expressed support for addressing sheriff staffing and retention needs but several raised fiscal cautions about using nonrecurring funds for personnel costs. Commissioner Daniel Eldridge commended the sheriff's presentation and data justifying the request but noted concerns about recurring expenses funded with one-time money. Finance Director Jason Nicks provided a fund-balance context: the county's June 30, 2025 audit showed an ending fund balance of about $14 million, with approximately $11–12 million unassigned, though some of that is committed to specific uses.

Other routine actions approved included general fund budget amendments, school fund amendments and adoption of December 2025 financials. The commission concluded by approving a list of nominations and adjourning.

Next steps: Engineering inspections are to proceed under the approved $15,000 authorization and any purchase requires a future commission vote. The ESRI contract will be executed by EMA and the finance director. Follow-up budget details are expected during the upcoming budget cycle and commissioners requested further fiscal updates next month.
