Lincoln County adopts updated planning and zoning fees; planning director resignation accepted and several reappointments approved

The Lincoln County Commission on Dec. 16 accepted the resignation of Charles Hunter as director of planning and zoning and approved an update to the county’s planning and zoning fees under file ZR2025-4.
Chair (unnamed in the transcript) presented Hunter’s resignation and the commission voted to accept it; the chair thanked Hunter for seven years as planning director and noted Hunter will continue to serve as a commissioner. The commission also approved reappointments to several advisory committees, including the Agricultural Committee (Jo Wayne McGee, Bonnie Caldwell, Danny Walker and Deanne Bayless), Parks and Recreation (Terry Rogers, Jeanne Rose Walter and Glenn Douglas), the sick leave committee (Kate Guellen), the tax relief committee (Mary Ann Tackett and Anthony Taylor), and Waylon Young to the zoning appeals board. All these routine appointments were approved by voice vote.
Tracy Perkins, speaking for the planning department, presented ZR2025-4, which the planning commission recommended on Nov. 3. Perkins said the county’s fees have not been changed since 2014 and the proposed schedule is intended to better align permit and hearing fees with the county’s costs for processing applications and holding meetings. "We're not trying to make money, but we are trying to at least break even and not pass on cost to the taxpayer," Perkins said. Perkins also noted the county pays board of zoning appeals and planning commission members for meetings, which factors into fee calculations. The commission moved to approve the fee changes and voted to adopt ZR2025-4.
The meeting also included staff announcements: Garrett Jones was introduced as a new planning and zoning employee, and Michelle Rutledge was recognized on her retirement and thanked for long service.
Next steps: With the commission’s adoption, the updated fees will be integrated into the county’s fee schedule and applied to future planning and zoning applications. Any staffing or hiring actions to replace the planning director will follow separate personnel processes and were not resolved during the meeting.
