Court moves leftover project funds to park upgrades, approves playground purchase

Parks staff (John, first reference SEG 591) asked the court to transfer funds from completed COs to pay for ballfield improvements at Jim Silva Sports Complex and to purchase playground equipment and batting-cage work at Yale de Villar Sports Complex. Staff said the transfers are closeouts of completed projects and represent leftover funds.
The court approved the transfers and authorized purchase of a playground set from GameTime/Cunningham Recreation after the staff confirmed three quotes had been obtained. The court also approved an annual purchase of sports facility supplies from BSN Sports (estimated amount as presented) for the coming year.
Commissioners emphasized on-the-record that the funds used are leftover balances from finished projects, not newly appropriated money, and asked staff to continue clear accounting of CO closeouts.
