She described the methodology: county roads were divided into five districts and roads were randomly selected and scored on a 1–4 scale. Courtney said the county’s average score declined from about 3.1 in 2021 to roughly 2.3–2.4 in the most recent index.
She reported volunteers logged a little over 13,000 hours of work so far this year and noted that the organization compiles the data to support grant applications. In response to questions about budget cuts (an attendee said the county funding dropped from $40,000 to $5,000), Courtney said she has developed community partnerships with local utilities, SCDOT, and the Chamber and is pursuing additional grants and in-kind support.
Council members thanked Courtney and other volunteers for their service. The presentation was informational and no formal action was taken.
