Laurens County Council on Sept. 8 opened first reading of Ordinance 9-91, which would repeal and replace Division 12 (open-space residential development) of Ordinance 9-26. Council voted to advance the ordinance and assigned review to the committee of the whole (the full seven-member council) to work through proposed changes.
County Attorney Cameron explained that 9-91 is drafted to address Division 12 specifically and that other portions of Ordinance 9-26 would require separate ordinances if the council wished to amend them. Cameron cautioned that if the council approves 9-91 on third reading, that approval alone would not automatically end the county’s six-month development moratorium; lifting the moratorium would require a separate resolution. "This vote tonight does not end the moratorium," the chair said during the exchange.
Council members asked staff to provide the working draft and said they expected the ordinance language to be available for committee review before the next meeting. The first-reading vote was recorded as unanimous in the transcript. The council will need a second and third reading plus any required public hearings before the ordinance becomes law.
