The Essex County Board of Supervisors discussed an amended and restated performance contract for the Middle Peninsula Northern Neck Behavioral Health (Community Services Board) that would govern FY26–27 services.
One supervisor said the packet’s financial pages were confusing, noting an apparent large local portion in a pie chart but a 0% local match shown in the contract summary. Board members said they had not had a representative from the provider available to answer questions and questioned whether the contract had undergone county legal review.
Several supervisors requested clarification of funding lines and the local match calculation. The mover of the motion declined to withdraw initially, saying the agreement was needed to secure continued services, but later rescinded the motion after further discussion. County counsel offered to review the amendment and restatement on behalf of the county. The board agreed to bring the item back next month after legal and financial clarifications and outreach to the provider.
No final approval or financial adjustments were made at the meeting. A separate appropriation to cover a $13,952 invoice to the Community Services Board was approved later in the meeting as a routine reappropriation for prior‑year billing.
