The Essex County Board of Supervisors voted to appropriate funds and transfer reserves to finalize funding for a newly established Centralized Financial Services department.
The board approved an appropriation of $410,092 (school contribution shown in packet) to support staffing and operations for the centralized service, and subsequently approved a motion to transfer $251,000.50 from county reserves to complete funding for the current year. County staff explained the department’s total actual cost for the year is estimated at just over $831,000; existing county budget lines already covered roughly $170,000 in staff costs, and the school contribution and reserve transfer bring the county support to approximately $421,000 for the year.
David (county staff) described staff composition as including a finance generalist devoted to the school, a payroll person, two HR staff, and additional part‑time financial support. He said the majority of the department’s personnel time is dedicated to school support.
Board members voiced caution about drawing from reserve funds but voted to approve the transfer after discussion; votes were recorded by voice as 'Aye' with no roll‑call tallies given in the public record. Several supervisors asked that the board continue planning for next year’s budget so the school’s contribution can be handled as part of the county operating budget rather than one‑time transfers.
Separately, board members requested a longer effort to evaluate a single ERP system and asked staff to present options and a timeline (target June 2026) to better integrate financial systems and reduce future operational risk.
