The King George County Service Authority on Nov. 18 authorized two change orders for Perkins Corner wastewater decommissioning projects to add construction-administration, site visits, funding compliance review and closeout documentation.
Bryce Young, presenting the items to the board, said the first change order “includes professional assistance with change order reviews, monthly progress meetings, periodic site visits, funding compliance, final inspections, as-built, and closeout documentation” and that the additional services are eligible for ARPA funding. Staff recommended authorizing the service authority general manager to execute Change Order No. 1 with RK&K for $147,485 to avoid construction delays.
Young described Change Order No. 2 as a companion action under separate grant funding for related courthouse interconnection construction-administration services, with a not-to-exceed amount of $94,907; staff said roughly half of that amount is eligible to be funded by ARPA.
Several supervisors expressed frustration about repeated change orders. "So here we are again—change order for $147,000. Everything's a change order," said Supervisor Collins, who questioned why such services were not included in the original contract. Other board members pressed for clarification of timing and grant ties; staff said the contracts date back to 2021 and that the separate change orders align with distinct grant conditions.
Both change orders were subject to approval by the county attorney and were approved by roll-call votes. The board recorded a majority in favor for both measures; one member voted against each change order during roll call.
What happens next: staff will execute the change orders (subject to county-attorney approval) and proceed with construction-administration activities intended to prevent costly delays to the Perkins Corner decommissioning work. ARPA funds will cover part of the expense as noted by staff.
