Board approves appointments, private-road resolution and consent agenda in unanimous votes

During routine business on Dec. 15, the Powhatan County Board of Supervisors confirmed appointments, approved a private-road resolution and adopted the consent agenda by unanimous votes.

Appointments: The board reappointed Connie Thompson to the Social Services Advisory Board for District 4 and accepted nominations for the Board of Equalization, confirming Robert Blake (District 2) and Carolyn Mayo (District 4). The County Attorney will review bylaws related to whether both applicants can serve concurrently on the Social Services Advisory Board.

Private road: Planning staff presented case 2504PR, a request to formalize a private road to serve three lots (tax parcels listed in the packet) with conditions including recorded easement plats, engineering certification, 21A base stone, a 14-foot roadway width, compliant drainage and compaction, a recorded private road maintenance agreement and a three-year plat approval window. Supervisor presented resolution R2025-78 for approval and the board adopted it, 5-0.

Consent agenda: Items a–g included minutes and approvals from prior meetings; item h updated the employee handbook for 2026 after human-resources review to maintain compliance with state law and best practices. A motion to approve the consent agenda passed 5-0.
