Powhatan County receives clean audit; Brown Edwards finds no material weaknesses

Powhatan County’s annual financial audit received an unmodified (clean) opinion, Brown Edwards & Company reported to the Board of Supervisors on Dec. 15.
Chris Panta, a partner with Brown Edwards who led the presentation, said the county prepared nearly the entire 300-page financial statement internally and that the auditors verified the numbers and accounting presentation. “I’m happy to report that the county received an unmodified opinion as the highest level of assurance that we can give to a set of audit financials,” Panta told the board.
Panta summarized the audit’s phases: an opinion on financial statements, an assessment of internal control design and execution, and compliance testing under Virginia requirements. He reported no material weaknesses or significant deficiencies in internal control and no findings in the state compliance testing phase.
A fourth phase covering federal-award audits remains pending because the federal government delayed issuance of required guidance; Panta said preliminary testing did not indicate expected findings and that the firm will complete that testing in the coming month.
Board members offered no questions during the presentation and thanked the auditor and county staff. The board took no formal action beyond receiving the audit.
What’s next: Brown Edwards will finish the federal-award testing and issue any related opinions or reports once federal guidance is available.
