Board approves second reading of erosion and stormwater ordinance amendment

On second reading the Roanoke County Board of Supervisors approved amendments to Chapter 8.1 of the County Code to exempt some single-family residences (parcels of 1 acre or larger) from finished floor elevation field survey requirements unless the administrator requires a survey.
The Roanoke County Board of Supervisors approved on second reading proposed amendments to Chapter 8.1 (erosion and stormwater management) at its Sept. 23 meeting.
County Attorney Peter Lubick summarized the single substantive change since first reading: an added sentence in section 8.1-112 to exempt construction of single-family residences on parcels of 1 acre or larger from the requirement to provide finished floor elevation field surveys unless the administrator determines a survey is required. Lubick said the administrator's determination will be based primarily on three criteria: the location of the proposed home, proximity to adjacent structures and site topography.
"At this time, staff does recommend the adoption of the proposed ordinance," Lubick said. Board members discussed the change briefly and agreed the amendment accommodates large-lot builders while preserving staff discretion to require surveys when site conditions warrant.
A supervisor moved approval, another seconded, and the clerk called the roll; the ordinance passed on a unanimous recorded vote.
The ordinance amendment will become part of the County Code following final procedural processing and posting as required by law.
