Roanoke County Board proclaims Red Ribbon Week, approves appointments and consent agenda

ROANOKE COUNTY, Va. — The Roanoke County Board of Supervisors on Tuesday adopted a proclamation declaring Oct. 23–31, 2025, as Red Ribbon Week and approved routine business including appointments and a consent agenda.
Adam Neal, introduced as director of the Roanoke Area Youth Substance Abuse Coalition, told the board the coalition is supporting schools and community prevention work and gave the campaign’s theme: “Life is a puzzle — solve it drug free.” The clerk then read the proclamation language, and the board approved it by roll call; the clerk recorded affirmative votes from the supervisors present.
The board also approved a slate of appointments and enacted the consent agenda by unanimous vote. Supervisors noted that the consent agenda included nearly $1,000,000 in grants awarded for 9/11 services and fire programs. No board member removed any item from the consent agenda for separate discussion.
During the citizen comment period, resident Harry Zulof described the Kiwanis Club of Roanoke’s long history of community service, scholarship awards (reported in the meeting as ranging from $2,500 to $6,000), and a long-running pancake breakfast fundraising event that Zulof said has raised about $1,000,000 over time. He invited supervisors to attend the club’s meetings and events.
The meeting’s next agenda item was a scheduled work session; the board recessed to hold the work session and then planned to return for a closed session later in the afternoon.
