Phil Thompson (project presenter) described the petition to rezone 9.355 acres from high-intensity commercial (C‑2/C‑2S) to R‑4C (high-density multifamily with proffers) while retaining about 5.626 acres of the pad as commercial. The concept plan shows four, four‑story buildings with 56 units each (224 total) plus a clubhouse and on-site amenities. Thompson said the planning commission recommended approval after a Nov. 3 hearing and summarized resident concerns about buffers, traffic, building height and stormwater.
Ben Crew of Balzer & Associates, the agent for the application, told the board the project is a response to changed market conditions for the original commercial pad and emphasized buffering measures and preservation of mature vegetation where feasible. Crew offered a traffic comparison the team discussed with VDOT: "70,000 square feet of commercial generates about 4,600 trips a day. We're proposing 224 dwelling units and ... a little bit over 1,000 trips a day," and said VDOT concurred that the proposed trip generation is significantly less than the original commercial traffic study.
Garrett Seckman of Thomas Builders said the company intends to retain long‑term ownership and manage the community, and described interior and amenity features (elevators, secured entry with fob, pool and clubhouse, durable finishes). He said sample rents would likely start near $1,500 for one‑bedroom units and could reach about $2,200 for three‑bedroom units, and that the unit mix (heavy on one- and two‑bedroom units) typically yields relatively few school‑age children.
Residents and the board pressed the team on several points: Dr. Melanie Crovo, a resident, said she supports greenways and active transportation but expressed worry about a greenway or multifamily project being very close to private yards; other written comments raised fencing, buffer width, traffic safety at the Katy Road/Route 419 corridor, and stormwater management. Board members asked whether prior proffers on the commercial portion would remain; Thompson said the existing proffers on the C‑2 portion would stay in place while the rezoned R‑4 portion would move forward under the new proffered concept plan.
Chair moved and the board voted (roll call recorded) to approve the rezoning, finding it consistent with the Roanoke County comprehensive plan and the Oak Grove Center plan and imposing a single proffer that development occur in substantial conformance with the submitted KV Residential Community Development Plan (dated 09/12/2025), subject to site-plan review. The motion passed on a roll‑call vote with the listed supervisors voting yes. The approval allows the applicant to move to site-plan stage; construction timing, final materials and detailed engineering remain subject to review and any applicable permits.
