Halifax board approves two IDA appointments over objections; vote 5-3

The Halifax County Board of Supervisors voted 5 3 to 3 to appoint two members to the Industrial Development Authority despite objections that the board should defer appointments until the new board is seated in January 2026.
At the start of the discussion a supervisor noted, "Ryla Clark and Lynn Hite both do excellent jobs on the IDA board. However, their terms do not expire until January until the January 2026. We as a board should not be making appointments for terms expiring after a new board is to be seated." Other supervisors echoed concerns that the elected newcomers should have input.
Proponents pointed out the board remains in legal authority until the new board takes office and argued continuing the current appointments supports continuity. After debate the board proceeded to a roll-call vote. The clerk recorded the tally: Vice Chairman Brandon, Chairman Claiborne, Supervisor McDowell, Supervisor Pinnell and Supervisor Riddle voted yes; Supervisors Roy, Smart and Witt voted no. The motion passed 5 to 3.
The item recorded the appointments but opponents said they would consider rescinding or revisiting selections after the new board is seated. The meeting recessed following the vote.
