Planning commission recommends reauthorization for Riverside Heating and Air outdoor storage permit

The York County Planning Commission voted to recommend approval of a reauthorization request for a special-use permit that would allow Riverside Heating and Air Conditioning to operate a contractor shop with an outdoor storage yard at 8529 George Washington Memorial Highway.
Planning staff told the commission the site is zoned General Business and that the application seeks to reauthorize a permit originally approved in 2022. Under the submitted site plan the project includes a 13,200-square-foot building with office and warehouse space and a 6,000-square-foot gravel laydown area enclosed by an opaque 8-foot chain-link fence screened with evergreen plantings. Staff said the plan provides 38 parking spaces (including two ADA-compliant spaces), meets VDOT driveway standards, and estimates about 82.5 vehicle trips per weekday, which staff does not expect to noticeably affect nearby traffic.
The staff presentation stressed the project's screening and buffering: a 35-foot transitional buffer along property lines adjacent to R-20 residential zoning, opaque fencing, and evergreen plantings intended to minimize visual impacts on adjacent homes across Cockleton Road. Staff recommended approval subject to the conditions in proposed resolution PC25-22.
Commissioners asked technical questions about the scope of the laydown yard (staff: storage only, no production) and which roads would serve the site. During discussion one commissioner said, "I I'm very impressed with the application," and another called it "a great proposal and a great building." After discussion, Commissioner Brooks moved to adopt resolution PC25-22 to recommend approval; the planning commission approved the motion on a roll-call vote and the resolution will be forwarded to the York County Board of Supervisors for final action.
The commission's recommendation does not itself authorize construction beyond previously issued building permits; staff noted that some land-disturbance and building permits had already been issued following the 2022 approval. Any final changes to conditions or to the site plan will be subject to review at the Board of Supervisors stage.
