Committee adopts rule changes tightening virtual attendance and consent-agenda procedures

Corporation Counsel presented a resolution amending the Board of Supervisors' rules to add explicit standards for virtual attendance and to clarify consent-agenda procedure.

The resolution defines virtual attendance as appearance "through audio and visual means" and requires supervisors attending virtually to keep their cameras on for the entirety of the meeting. It also requires virtual attendees to log into the county board portal for voting purposes and adds comparable language to standing-committee sections. Corporation Counsel said the county clerk's report of correspondence was removed from the rules.

Supervisor Shirley asked whether the rules should require an announcement when members join virtually; Corporation Counsel said the practice of the clerk noting arrivals is reflected in the minutes and that members could propose an explicit rule if desired. After limited discussion, a motion to bring the resolution forward was made, seconded by Vice Chair Counter, and the committee approved the resolution unanimously.

The committee's changes formalize virtual-participation expectations and adjust the consent-agenda process; staff and the county clerk will implement the updated provisions and reflect them in the minutes and meeting procedures going forward.
