St. Croix County approves one tax-deed sale, tables another pending city review

County Clerk Hines told the St. Croix County Administration Committee that two tax-deed bids were received from the same bidder for long-advertised county parcels: $300 for a Town of Troy parcel appraised at $250, and $750 for a New Richmond parcel appraised at $750.
Hines stressed the standard terms: parcels are sold "as is" by quitclaim deed, buyers must investigate title defects or property issues, and properties remain subject to applicable zoning regulations. "They're sold as is by quick claim deed with no written or implied warranties," Hines said.
Vice Chair Counter raised questions about the New Richmond parcel, which is described as green space or a drainage easement. He asked whether the easement provides access or takes water from adjacent properties and noted risks tied to boundary or survey-marker placement. Counter said the city of New Richmond had been contacted and asked for more time for the city to consider the sale.
Counter moved to approve the Troy parcel sale and to table the New Richmond parcel pending further information from the city of New Richmond. Supervisor Shirley seconded the motion; the committee approved it unanimously.
The committee approved the sale of the Town of Troy parcel to Jeffrey Cabanas of River Falls for $300. The New Richmond parcel was not sold; supervisors asked staff to wait for the city's guidance and return the item for later consideration.
The committee's action leaves the Troy parcel disposition finalized under the advertised terms; the New Richmond parcel remains on hold until the committee receives additional information from city officials.
