Committee approves conditional-use permit for home-based party-supply rental in Emerald

The St. Croix County Community Development Committee voted unanimously Dec. 18 to approve a conditional-use permit allowing Cynthia and Corey Basil to operate a party-supply rental business (3B Rental) from an accessory building on a 23.21-acre R-1 property in Section 14 of the Town of Emerald.

Staff described the proposal as a home-based party-supply rental: supplies would be stored on-site (an existing accessory shed roughly 3,200 square feet) and delivered to events off-site; there would be no public storefront or parties held at the property. Staff told the committee the application lacked precise details about seasonality, employee counts and projected traffic, but reported no opposing neighbor comments as of the afternoon of the hearing.

On staff findings and recommended conditions, the committee adopted the staff recommendation to approve the CUP with nine conditions, including securing any required local, state or federal permits; no parking, deliveries or pickups on 250th Street; vehicle compliance with road weight limits; limiting business storage to the existing accessory building; allowing up to three business-related trailers to be stored on-site at one time; maintaining adequate loading/ unloading areas; and transfer of conditions to future owners.

Applicant Cynthia explained her operations would typically use standard business hours, drop off items for weekend events on Friday evenings, and that the business is run by two owners. Committee discussion focused on clarifying whether farm trailers tied to the owners’ agricultural activity should count toward the three-trailer limit and whether to add explicit hours; staff said applicants would accept an 8 a.m.–8 p.m. hours condition if the committee wished to include it.

The committee moved the motion, discussed the trailer wording and hours, and then voted; the motion carried unanimously.
