St. Croix County HHS reports improved finances after $2M CCS settlement

Faith Strinkke, fiscal manager for St. Croix County Health & Human Services, told the board on Dec. 17 that the department’s financials through November 2025 remain in the red year-over-year but have improved compared with the same point in 2024.
Strinkke said the department received a CCS cost settlement from 2024 “a little over $2,000,000” and is expecting the remainder of WIMCER funding in December, estimated at about $500,000. She also reported the Health Care Campus was projecting to finish the year with about a $694,000 positive cash position; depreciation has not been budgeted and will affect year-end accounting.
The fiscal manager said purchased services and behavioral-health spending are higher than budgeted, while children’s services costs have decreased compared with earlier trends. On collections, she said the department recovered about $37,000 this year from previously written-off accounts, compared with prior recovery amounts near $14,016, and that green entries on the report indicate better-than-budget performance.
No formal vote tally was taken on the financial report; board members asked clarifying questions about what divisions the collections and other line items covered. Strinkke said the figures cover HHS divisions other than the Health Care Campus and that recovered amounts include child-support payments routed to the department when applicable.
The board did not take additional action on the financial report at the meeting. The next board meeting is scheduled for Jan. 21, 2026.
