The Door County Board adopted an updated county recycling ordinance to conform with revisions to the Wisconsin Department of Natural Resources (DNR) administrative code.
Supervisor Combs moved to repeal and recreate chapter 24 of the Door County Code, noting the DNR had issued a model ordinance for counties to adopt. Sean (county staff) explained he reviewed the existing county code against the DNR model and retained provisions he judged beneficial to the county while removing two items that he said the county is not positioned to enforce: a requirement that public buildings provide a designated recycling container area (a building-code-style requirement administered by municipalities), and a mandate to include a set percentage of recycled materials in county construction projects.
Sean said the DNR revisions add specificity for multifamily and nonresidential properties, including minimum container volume and container-to-trash ratios; he cited a 20-gallon minimum volume where the model specifies minimum container sizes. The board approved the ordinance on a recorded vote of 19 yes and 2 absent.
No municipalities were recorded as objecting in the board discussion; staff noted the county remains the responsible unit for recycling implementation and enforcement when municipalities participate under county administration of the program.
