Board authorizes execution of CDBG scattered-site housing grant paperwork after $195,000 award

County staff reported that Smyth County was awarded $195,000 through the Community Development Block Grant (CDBG) program for scattered-site housing tied to hurricane recovery. Unidentified Speaker 2 told the board the packet contains about 100 pages of required forms and policies: certificate of signatures for drawdowns, a business employment plan to prioritize small and minority businesses, a nondiscrimination policy, grievance procedures for applicants, a residential anti-displacement plan, fair-housing certification, and the environmental-review certification the county must complete for each property receiving federal or state funds.
Staff also presented two contracts with Mount Rogers PDC — one for program administration (10% of the award) and one for rehabilitation specialists (approximately 7%). To streamline action, staff asked the board to authorize execution of the entire set of policies, procedures, plans, certifications and the two contracts in one motion rather than taking multiple separate actions.
A motion and second were made and the board approved the consolidated authorization by voice vote. Staff said they will proceed with required environmental reviews, applicant grievance procedures, standard fair-housing measures and contract execution with Mount Rogers PDC.
