Allegany County legislators honor four long-serving officials, including Treasurer Terry Ross

The Allegany County Board of Legislators recognized four longtime public servants during its Dec. 17 meeting, presenting plaques and state proclamations to honor their combined decades of county service.
Legislators drew special attention to Treasurer Terry Ross, who the board said served 42 years in county government, including 18 years in the treasurer's office before her election as treasurer. Ross accepted the honor and reflected on her time with the county, saying, "I again thank the day that he called me and said, can you take a job? It has been fulfilling every day," and thanking colleagues for their support.
The board also presented plaques to Legislator Dwight R. Fanton, noted for his leadership on public works and long service on county infrastructure matters; Legislator Deb Root, who served since January 2014 and chaired planning and economic development from 2016 to 2025; and Mike Hennessy, retiring director of the Veterans Service Agency after 22 years.
Chair remarks highlighted the retirees' cumulative public service to the county and noted several citations and proclamations from state legislators were delivered by representatives on behalf of Senator Barrello, Senator O'Meara and Assemblywoman Sempulinski.
The board paused its formal business to photograph the honorees and to thank them publicly. Public comment was opened and no members of the public spoke during that period.
The meeting then resumed scheduled legislative business, including votes on resolutions and the 2026 budget.
