Saratoga County Board approves year-end slate of resolutions, adds $25,000 grant to Capital Resource Corporation

The Saratoga County Board of Supervisors on Dec. 16 approved a large package of year-end resolutions and added a separate measure to provide $25,000 to the Saratoga County Capital Resource Corporation.

Chair called for a vote after the clerk read more than fifty resolutions covering airports, health and human services, public works, human resources, public safety and law and finance. After the clerk asked whether any item required separate consideration and none was requested, the board voted by roll call to approve the listed resolutions as an omnibus action.

One of the items taken up later in the meeting, Resolution 4-19, was introduced by Supervisors Murray and Madigan and authorizes the chair to execute an agreement with the Saratoga County Capital Resource Corporation for $25,000 in 2026 funding. The resolution requires that payments be made to the organization’s disbursing officer as determined by the county administrator, that payments be made only upon submission of duly certified and documented county vouchers, that initial vouchers include current budget, financial statement and compensation schedule, and that any unused portion of the appropriation be refunded to the county. Supervisor Murray moved approval; the board conducted a roll-call vote and the motion passed.

The clerk’s reading of resolutions included several budget-related amendments announced during the session: acceptance of a New York State Division of Criminal Justice Services grant that will amend the 2025 county budget and increase fund balance by $440,203; a proposed amendment to increase appropriations and revenue by $6,000,000 to cover sales tax distribution formula changes; a $70,432.17 decrease to fund balance related to a town policing agreement; and a $1,900,000 transfer to pay for community college tuition expenses. Several department agreements and renewals were also approved, including contracts for recycling services, refuse pickup, actuarial consulting, veterinary services for the county animal shelter, lab/morgue use with Saratoga Hospital and a contract authorization for a Vesta 9-1-1 call handling system.

Clerk recorded the roll-call votes for the omnibus approval and for the separate action to add and approve Resolution 4-19; in both cases the chair declared the motions carried. The meeting proceeded to other business after the votes.
