Halifax supervisors approve rezoning, event venue CUP, Verizon tower and $10.31M school appropriation

At its Nov. 18 meeting the Halifax County Board of Supervisors approved several land-use permits, a telecommunications conditional use permit and a supplemental school appropriation.
Rezoning: The board granted a request by Linda Cole to rezone property at 1190 Walters Road from A-1 (agricultural) to R-2 to allow conversion of an existing garage into a one-bedroom apartment. Planner Easley said the comprehensive plan supports the request and that adjoining owners were notified; no opposition was reported. A supervisor moved to grant the rezoning and the motion carried by voice vote.
Conditional Use Permit — Burbank Hill Farms: Larry Saunders requested a CUP to convert an existing barn into an event venue called Burbank Hill Farms. Easley said one person testified in favor at the public hearing and that DOT approval for a low-volume commercial entrance will be required. The board approved the CUP subject to site conditions and DOT sign-off.
Verizon tower: The board voted to follow Planning Commission guidance and approved a conditional use permit for a proposed 199-foot Verizon communications tower in District 3. Easley said two prior site conditions (a county surety bond for abandonment and a condition reserving county space) were removed from the CUP package after negotiation; Urban Grid and Verizon representatives were present to answer questions about service needs.
School appropriation: Finance staff presented a formal supplemental appropriation, moving $10,310,536.05 into school line items to allow payments for the high school athletic complex. A supervisor asked for the figure and staff confirmed the amount. The board approved the appropriation by voice vote.
VDH carryforward: The Virginia Department of Health requested reappropriation of estimated year-end settlement funds (approximately $38,000–$39,000) to support community vaccinations and related costs; the board approved the carryforward.
Appointments and closed session: The board entered closed session pursuant to Virginia Code §2.2-3711 for appointments, personnel and real estate. After reconvening, the board made multiple appointments, including Grace Hawk to the Area Agency on Aging board and County Administrator Ron Ray to the Blue Ridge Regional Jail Authority.
All votes on these items were taken by motion and voice vote during the meeting; the board did not record roll-call tallies for the consent or the CUP votes.
