County committee approves two agricultural-to-residential rezones near Baldwin and Erin Prairie

The Saint Croix County Community Development Committee voted Oct. 16 to approve two separate rezoning requests affecting rural parcels in the county.
In the first case, staff presented a request by Nicole Snyder to rezone 7.94 acres at 2674 90th Avenue in the town of Baldwin from AG‑1 to R‑1 to allow one additional building eligibility adjacent to an existing homestead. Staff said the town of Baldwin recommended approval and that the request is consistent with the town and county comprehensive plans and the county natural resource management plan. After a brief staff presentation and no public speakers, the committee approved the ordinance amendment by voice vote.
The second request, from Emert & Sons (applicant Jerry Emert), asked to rezone 39.87 acres at 1976 130th Avenue in the town of Erin Prairie from AG‑1 to AG‑2 to create a roughly 4.85‑acre parcel for an existing home while keeping about 35 acres in active agricultural use. Staff told the committee that Erin Prairie’s plan designates the property for agriculture and that the parcel qualifies for a farmland‑preservation designation. The town board recommended approval on Sept. 8. Committee members discussed agricultural scoring and natural‑resource protections and approved the rezoning by voice vote.
The committee’s action authorizes staff to move the necessary ordinance amendments forward for inclusion in county records and requires the applicant to submit a certified survey map if the rezonings are finalized.
