Halifax County supervisors back school board request for state grant to fund indoor athletic facility

Dr. Karen Bucklu, finance director for Halifax County Public Schools, told the board the division is applying to the same state grant program the district used during the high school project and that the funding is intended to cover indoor elements — a metal building with turf, locker rooms and related interior spaces. "All we are asking is that you're supporting us in writing the grant and submitting the grant," Dr. Bucklu said.
The board’s action was limited to a letter of support and did not commit county funds. Supervisors repeatedly clarified they were not being asked for a local appropriation at this time and that the county’s role would be to sign a support letter. A motion that the board write a letter expressing support for the school division’s application, "with the conditions being there's no financial obligation to the Board of Supervisors," was moved, seconded and approved by voice vote.
Dr. Bucklu said the school division is aiming to request about $6,000,000 from the state but noted the Commonwealth will determine award amounts. She also said the grant requires no local match and that the Virginia Department of Education's construction division will closely monitor the application and project if funded. The school finance director told the board the application deadline cited in the meeting was Nov. 24.
Board members asked whether the indoor facility is a change order or a new phase; Dr. Bucklu described the athletic complex as phase 2 of the larger high school project and said the indoor portion had been part of planning discussions dating back to July and is included on architect Grim and Parker’s plans. She stressed the grant would not cover outdoor fields or other exterior work.
The vote to authorize the support letter passed by voice vote with no recorded opposition. The board did not take any additional funding action during the meeting; the school division indicated it would complete the application and handle the submission process.
What happens next: school staff will submit the state grant application before the stated deadline; the county will provide the signed letter of support the board approved.
