Ulster County committee approves $770,000 agribusiness contract, SUNY Ulster HVAC work and multiple appropriations

On Dec. 9 the Ulster County committee approved Resolution 580, a $770,000 contract with the Hudson Valley Agribusiness Development Corporation to administer an agriculture sustainability loan program, and a block of additional resolutions including HVAC contracts at SUNY Ulster, a water/wastewater study, and several appropriations and appointments.
The Ulster County Economic Development, Planning, Education, Employment, Arts and Agriculture committee approved a slate of resolutions on Dec. 9, including a $770,000 contract to the Hudson Valley Agribusiness Development Corporation to administer an agriculture sustainability loan program.
Resolution 580 was taken out of order to accommodate Director Kevin Lynch, who described the contract as using funds originally designated under the American Rescue Plan Act (ARPA) and later rolled to lost-revenue allocations for the department. Lynch said the program is intended to provide gap financing for the agriculture and agribusiness community and that the county executive has prioritized the initiative. "They have the infrastructure," Lynch said of the Hudson Valley Agribusiness Development Corporation, noting the group is "managing a $15,000,000 revolving loan for AG and Markets right now." The committee moved, seconded and approved Res. 580 by voice vote.
The committee also approved Re. 575 and 576 (appointments and reappointments to the SUNY Ulster board of trustees), and took a block vote to pass Res. 577–579, three contracts for HVAC work at SUNY Ulster’s Vanderlyn Hall (two separate HVAC systems and a building management system to tie them together). Those items were moved, seconded and approved by voice vote.
Other items passed by the committee included a budget transfer of $90,000 from the Department of Social Services to Planning (Res. 582) to assist underserved populations facing food insecurity; a $249,980 contract with CPL Architects for a countywide water and wastewater asset inventory and capacity study (Res. 584); authorization of 2026 appropriations for Cornell Cooperative Extension of Ulster County (Res. 585), the Ulster County Soil and Water Conservation District (Res. 586) and the Ulster County Library program (Res. 587). Committee members expressed appreciation for staff and community partners during the votes.
All resolutions presented in the meeting were approved by voice vote. Several motions were moved and seconded on the record; where roll-call tallies were not recorded in the transcript the committee recorded approval by unanimous voice votes or "Aye" responses.
