Ulster County housing and transportation committee approves minutes, tax opt-in, reappointments and funding for shelters

The Ulster County Legislature's Housing & Transportation Committee met Dec. 4 and approved the Nov. 6 meeting minutes before taking a series of votes on routine and policy items.
The committee approved proposed local law No. 14 of 2025 to opt the county into the real property tax exemption under New York State Real Property Tax Law §421-p for qualifying multifamily rental housing in the City of Kingston. Legislator Harmon moved the resolution; Legislator Clinton seconded. The motion was approved by voice vote.
The committee approved Resolution 602 reappointing Ella Ray Condit and Michael Kandranski to the Transit Riders and Intermodal Advisory Committee. No debate was recorded on the reappointments.
Resolution 603 authorized a contract amendment with Luzann Oil Company Inc. d/b/a Luzann Environmental Services. The $23,180 amendment increases the aggregate contract amount to exceed $50,000 and extends maintenance and cleaning services for oil/water separators, drains and floors at a detached garage through March 31, 2027. The motion to approve was moved by Legislator Clinton and seconded by Legislator McCullough and passed by voice vote.
The committee also approved Resolution 604, establishing capital project #746 and amending the 2026 capital fund budget to create bus shelters along county bus routes with a project total of $500,000. The committee noted that a bond is required per backup materials and that the primary focus for installation would be the City of Kingston, the Town of Ulster, the village of New Paltz and Ellenville. Joyce Stewart told the committee she had advocated for shelters for years and welcomed the initiative: "I've been advocating for bus shelters for 2 and a half years," she said. The resolution passed by voice vote.
