The St. Croix County Community Development Committee voted Nov. 20 to approve a conditional use permit for Purely Ground Healing, a home‑based Reiki and relaxation therapy studio run by co‑owner Tia Gardner at 631 150th Street in Roberts.
County staff told the committee the business would operate from an 11-by-16 accessory structure, have no additional employees, and host one client at a time. Hours were proposed as Tuesday through Friday, 8 a.m. to 4 p.m., with no evenings or weekend appointments. Staff confirmed the town of Hammond had reviewed and approved the request subject to building inspection and CUP approval by the county.
Paul Hugue, town chair for Hammond, spoke in support and confirmed that the accessory structure had been reviewed by an engineer to ensure it was structurally sound for public use. Staff also reported the county public health department indicated no county license or additional inspection was required for this type of service.
Committee members noted low projected client volume and minimal site impacts; one member observed the application estimated growing from 1–2 clients a month to 3–4 per week as a potential upper bound. A motion to approve passed unanimously; standard conditions require obtaining any necessary building permits and keeping the property neat and orderly, and staff will confirm the accessory structure passes building inspection.
