“Today, we’re opening up bid 202503,” said Stephanie Curley, assistant purchasing agent. Curley read TimeKey Enterprise’s offer as $1,843,001.32 and noted allowances of $5,000 for items a and b and $1,000 for item c, plus a change-order-on-demand fixed price of $12,100.
Curley read a bid from Black Horse Construction Group as $1,000,004.86; the transcript contains a fragmented additional line showing “$4.35” that is ambiguous in context. She repeated that allowances for items a and b were $5,000 and $1,000 for item c, and the transcript records an apparent correction of a change-order figure from 142,744 to 149,744.
The final bid read was from Northern Tier Contracting at $1,100,500. The transcript also records a separate figure of $1,111,150 described as a change amount. Curley confirmed three addenda (1, 2 and 3) for the solicitation and reminded staff to check non-collusion affidavits.
Curley said staff will compile the official bid results and send them to all vendors. No award or decision was made during the read; staff treated the session as a public procedural opening of sealed bids.
