Saratoga County board adopts multiple 2026 budget and compensation resolutions

The Saratoga County Board of Supervisors voted Dec. 10 to adopt a set of resolutions that together advance the county's 2026 budget and personnel plans, including a capital plan and adjustments to employee pay schedules.
In a roll call vote after a motion to adopt all listed items, supervisors approved Resolutions 3 55 through 3 60 (and related items listed as Res. 3 51 and 3 53). The resolutions included adoption of the 2026—2030 Saratoga County Capital Plan (Res. 3 55), authorization for certain 2026 agreements (Res. 3 56), adoption of the county's 2026 compensation schedule (Res. 3 57), and two salary‑setting resolutions that specify cost‑of‑living increases for 2026: Res. 3 58 (a 2.995% increase for certain temporary and part‑time employees) and Res. 3 59 (a 2.95% increase for certain county employees). Res. 3 60 formally introduces a proposed local law (introductory no. 4, print no. 1 of 2025) to amend the 2026 compensation schedule for certain county officials and sets a date for a public hearing.
Budget impact statements read into the record said funds are included in the 2026 county budget and indicated no additional budget impact beyond those appropriations. Earlier in the meeting the clerk also moved to remove two resolutions that had been tabled on Nov. 18 and incorporate them into the budget process; that motion passed on a roll call and those items were brought back for consideration as part of the package.
The board recorded the votes by roll call. Supervisors who were recorded voting in the affirmative during the package adoption included: Anderson; Arnold; Ball; Barrett; Brennan; Grasso/Grosso; Kanowski; Lant/Land; Madigan; Murray; Ostrander; Peck; Taliesin; Kevin Beach; Matt Beach; and Young. The clerk announced the motion passed.
What the measures do: Res. 3 55 adopts the county's multi‑year capital plan through 2030 to guide capital spending and project priorities. The two salary resolutions set specific cost‑of‑living adjustments for different employee classes for 2026 and were presented with accompanying budget notes saying funding is available in the 2026 budget. Res. 3 60 is an introductory local law that, if the board proceeds after the public hearing, would change the compensation schedule for certain officials.
Next steps: Res. 3 60 establishes a public hearing date for the local law; the board did not take any final adoption of a local law during the special meeting. The removed Nov. 18 items were returned for consideration and were considered as part of the adopted package. The board adjourned following the votes.
