The Saratoga County Law & Finance Committee on Dec. 10 approved a broad set of contracts, grants and budget amendments affecting public safety, health services, public works and county operations.
Committee members voted to accept a $1,639,396 Next Generation 911 grant from the New York State Division of Homeland Security and Emergency Services and to enter a five‑year agreement with Motorola Solutions Inc. for a Vesta 911 call‑handling system totaling $2,026,852.80, which includes installation and maintenance. Administrator (speaker 2) said the purchases will strengthen 911 communications and the county’s emergency communication center.
The committee approved multiple public‑safety and health items: authorization of veterinary services at the Saratoga County animal shelter (agreements not to exceed $30,000 each for two veterinarians), renewal of post‑mortem toxicology services, acceptance of a $440,203 Aid to Defense grant to offset felony defense costs, and funding to assign a certified recovery peer advocate to the county correctional facility at a cost not to exceed $102,796.35 for 2026. Health and human services items included a three‑year renewal with the Alcohol & Substance Abuse Prevention Council of Saratoga County to fund a certified recovery peer advocate (county share 50%) at a cost not to exceed $54,916.29 for 2026, acceptance of $37,663 in additional state OMH aid for supported housing, and $288,147 in unmet‑need older‑adult funding to support senior nutrition programs.
Public‑works contracts with County Waste and Recycling Service Inc. were approved for recycling services ($388,596 annually for a two‑year term beginning Jan. 1, 2026) and refuse pickup ($48,287.52 for 2026). The committee also approved several sewer‑district contracts and change orders, including low‑bid roof replacement ($318,811) and two change orders with Jurzen Construction totaling $195,424 and $141,800 for separate projects.
On budget matters, the committee authorized multiple amendments: recognizing $6,000,000 of additional 2025 sales tax revenue to ensure distributions to municipalities and reallocating $1,000,000 of county sales tax receipts to offset unanticipated 2025 expenses. The committee also authorized a $1,900,000 transfer to the county treasurer to cover state‑mandated community‑college tuition and fees that exceeded the 2025 budgeted amount.
Two items were added to the committee and full board agendas by resolution: the creation of an Animal Abuse Task Force and a Mental Health Task Force, each with members to be appointed by the board chair. The chair moved both additions and asked that formal resolutions to create the bodies be placed on the Dec. 16 board meeting agenda; both motions carried by voice votes.
Other items approved included an allocation of $5,000 to the Saratoga Springs Preservation Foundation for a Clinton Street restoration project (reallocating unspent funds from a previous welcome‑sign project), routine HR and benefits agreements, and the adoption of the Saratoga County multi‑jurisdictional hazard mitigation plan update (which requires participating municipalities to adopt the plan to remain eligible for certain FEMA funding).
