Hudson County introduces three ordinances, adopts parks dedications ordinance

At the Oct. 23 meeting, the Hudson County Board of Commissioners introduced three ordinances and adopted one.
Introductions: The board introduced an ordinance authorizing a lease and development agreement with the Hudson County Improvement Authority for a Liberty Science Center High School project with an estimated cost not to exceed $37,000,000 to be financed by county-secured lease revenue bonds, and a lease agreement with Hudson County Schools of Technology to provide STEM educational services. Commissioners voiced assent on introduction and the item will proceed to the next steps required for bond financing and further hearings.
The board also introduced an ordinance to amend the Hudson County District solid waste management plan to include Advanced Enterprises Recycling Inc. (AER) as county-designated facilities for specified solid waste types (10, 13, 13c, 23, 25 and 27) and to incorporate a county service agreement with the Hudson County Improvement Authority to direct those waste types to AER facilities under regulatory waste flow control.
A third ordinance was introduced to amend the administrative code to establish traffic calming devices on Bergen Turnpike in the City of Union City and John F. K. Boulevard East in the Town of Guttenberg.
Adoption: The board held the public hearing on an ordinance establishing dedications within county parks (introduced Oct. 9) and, with no public speakers, voted to adopt the ordinance; the chair announced the ordinance’s adoption. The hearing was advertised and posted as required by law.
Commissioner remarks during the meeting also included requests that the Liberty Science Center high school project demonstrate strong minority-, women-, and veteran-owned business participation before second reading and raised questions about the structure of a previously referenced $2,000,000 annual city payment mentioned in an earlier agreement; the commissioner described that payment as “null and void” and urged staff to address compliance and procurement equity during the next steps.
