Commission greenlights scoping for stormwater pollution-prevention plan to meet IDEM order

The board discussed compliance with an IDEM agreed order requiring a stormwater pollution prevention plan (SPPP) tied to runoff and drainage at county facilities. Commissioners heard that staff could not locate an existing SPPP and that prior procedures had been informal or handwritten.
Speaker 7 said he had contacted an engineering firm (including a firm where a fellow commissioner works) to develop a scope of work so the county can produce the required documentation. Speaker 4 emphasized that SPPPs should be prepared by environmental professionals and recommended contracting a professional to prepare the plan before the end of the year. Having a contractor under contract would allow the county to request a 30-day extension and show progress toward compliance under the agreed order.
A motion to move forward with the contractor to produce a scoped proposal and pricing was made and approved; the contractor will return with a number for counsel and the board to consider for final approval.
Commissioners said the goal is to green-light the initial scope so the firm can come back with a price and a deliverable schedule and provide the county a defensible path toward compliance.
