The Crawford County Council voted Oct. 14 to pursue an owner-occupied rehabilitation grant that would fund home repairs for eligible low- and moderate-income homeowners.
Ginny Martinez of the regional planning commission told the council counties may apply for up to $500,000 and explained the program covers five categories of repairs (roof, HVAC, water heater, lighting/electrical upgrades and certain ADA accessibility work such as ramps). Martinez also said the program requires a 10% local match to cover administrative costs and inspections.
Discussion among council members focused on how large a local match to commit and how the county would prioritize applicants to maximize competitive scoring (extra points are available for households that are elderly, disabled, veterans or single parents). Several members favored a modest initial local match to test interest; one commissioner suggested a $50,000 commitment as a starting point. The council voted, 6-0, to authorize county staff and Region 15 to prepare the application and proceed with the process.
If funded, the program would require homeowner eligibility (owner-occupied, income limits; single-wide manufactured homes are conditionally eligible if built after 1981 and permanently attached). Staff said the local match would be used for grant administration, home inspections and radon testing, and that the program timeline generally requires grant closeout within about 18 months of award.
