Adams County board approves HVAC bond accounting changes, ordinances, licenses and appointments

Finance committee chair Mister Cooley asked the clerk to read additional fund appropriations tied to an HVAC bond project and recommended establishing revenue and expense accounts to keep HVAC transactions within the appropriate fund. "These funds appropriations, establish revenue and expense accounts for the HVAC bond project," Cooley said. The board approved the appropriations and later approved a motion to amend one line item (4c) to increase the projected expense to $2,000,000; the amended package passed on a roll call of 21‑0.
The clerk read Ordinance 202508001026, which amends sections of the Adams County code to adjust one‑time liquor license fees (noting $25 for certain nonprofits and veterans organizations and $75 in other cases) with a 48‑hour time period. The ordinance was moved and approved. The board also approved Ordinance 202508001027 to adjust the 2025 meeting calendar to avoid Veterans Day.
The board approved multiple special‑event licenses, including the Golden Historical Society fall festival (Sept. 12–14 at 902 Prairie Mills Road), a Liquid Pony LLC bartending service event, the Adams County Bicentennial finale at the fairgrounds (Sept. 6) and Jersey's event at Bailey Park. One member raised a procedural question under the Open Meetings Act about agenda placement, but the county clerk confirmed the items were on the county agenda and the licenses were approved.
Other actions: the board approved Resolution 202508001028 appointing Blake Rudderick to the MidAmerican Intermodal Authority Port District (term ending June 1, 2030); ratified a three‑year machinists contract for sheriff's maintenance (contract prorated to align with county fiscal periods); and approved a travel voucher for board member Tim Finley ($102.20) by roll call (20 in favor, 1 abstention). The board also received monthly departmental reports for July 2025.
What happens next: accounting staff will implement the HVAC bond accounts and departments will follow the amended budget schedule and ClearGov submission deadlines; event organizers may proceed under the approved special‑event licenses.
