Airport officials present scaled-back terminal concept; commissioners discuss funding options

The presenter said the county could separate funding so that the terminal portion is locally funded while FAA grant money supports hangar elements, which carry FAA construction requirements.
The airport representative said they will seek rough cost estimates by the joint council/commission meeting on Dec. 11 and urged using local contractors where possible. Commissioners and airport staff discussed a prior county loan made to speed hangar construction, with the presenter estimating that loan was "around 200 and some thousand"; they raised the possibility of applying new grants to forgive or net that receivable.
Staff also reviewed previous grant awards (one Round 14 grant cited at $181,685) and the city of Winchester’s Community Crossing and sidewalk projects, and noted the city applied for a 2026 Somers Point reconstruction grant; Mayor Bob McCoy estimated that reconstruction, if funded, would be roughly $1,000,003.
Next steps: airport staff will provide rough funding estimates at the Dec. 11 joint meeting and coordinate with county staff on receivable records and possible grant application strategies.
