Commissioners adopt four ordinances, suspend rules to adopt one same day

Randolph County commissioners on Nov. 24 approved several ordinances, including an amendment to the Unified Zoning Ordinance that adds a definition for 'carbon capture' and includes carbon-capture use as a special exception in the M-2 industrial zoning designation.
Christina Halloran, administrative assistant at area planning, told the board the Area Planning Commission unanimously recommended the change. Commissioners moved to approve ordinance 2025-18 on first reading, then voted to suspend rules and complete the second and third readings and adopt the ordinance the same day. That sequence of motions was seconded and approved by voice votes.
Following that action, commissioners took up ordinances 2025-15, 2025-16 and 2025-17 on their third and final readings. Each ordinance received a motion, a second and a voice vote and was adopted with no recorded dissents in the transcript.
The board did not provide roll-call tallies in the record; motions and approvals were handled by voice vote. Commissioners indicated no further discussion on the measures at the time of adoption.
