Commissioners adopt ADA and Title VI updates, name INDOT signer and approve RQAW design contract for 100 South project

Brad Allen, the county engineer, asked the commission to adopt the county's ADA transition plan and updated Title VI plan/policy; he noted the only material change to the ADA inventory was removing the former jail from county possession and flags that the new jail will require a fresh ADA inventory and assessment.
Allen explained INDOT requires a designated individual with signature authority to sign INDOT contracts via DocuSign and asked the board to delegate that authority. The commissioners moved to allow Commissioner Bay Center to hold INDOT signature authority; the motion passed by voice vote.
Allen also presented a consultant agreement to hire RQAW Corporation to complete the design of the 100 South Reconstruction project, which will be funded by the redevelopment commission. The county attorney reviewed the agreement and had suggested edits that were incorporated; commissioners voted to approve the consultant agreement.
Allen said bridge replacement plans were not ready for signatures and will return to the board at a future meeting.
