Warrick County plans to end Vanderburgh 3-to-3 contract, pursue TriCap MOU at no charge to county

Health department staff recommended switching the county’s 3‑to‑3 home‑visiting services from Vanderburgh County to TriCap, citing TriCap’s existing local offices, its Healthy Families model and TriCap’s offer to deliver services at no charge to the health department (funded by the Department of Child Services).
Doctor Kari and April Hicks described TriCap’s services, referral sources (women’s hospital, OBGYNs, pediatricians, fire and police referrals) and that TriCap maintains offices in Booneville and Newberg. Staff contrasted TriCap’s approach with Vanderburgh County’s, noting Vanderburgh had suggested additional funding of about $200,000 per year might be needed to expand enrollment.
The board voted to direct staff to draft a 30‑day notice of termination for the Vanderburgh contract and to prepare a draft MOU with TriCap, subject to legal review and approval by the health officer and county commissioners. One board member moved to approve termination and the motion passed by voice vote.
Staff will return with a proposed MOU and route it through the commissioners for execution as required.
