Council approves routine year‑end transfers, authorizes sheriff payroll moves and longevity payments

On Dec. 9 the Scott County Council approved a series of routine transfers and payroll‑related motions to close out 2025 accounts and allow upcoming payrolls to run. Resolutions moved funds between major budget classifications across several departments — library, prosecutor, recorder, EMA/911, IT, building superintendent, sheriff and jail — and were carried by voice vote. Motions were entered for multiple resolutions (items numbered in the 2025‑4x and 2025‑5x series) and recorded as approved by the council.
The sheriff requested and received transfers to cover shortages caused by overtime and staffing shortfalls: the council approved a transfer of $11,000 from a full‑time deputy line to overtime so the office could process an imminent payroll, and smaller transfers were approved to fund uniforms, repairs and software contracts. The council also approved two longevity transfers so approved checks could be issued with the next payroll.
Several motions were explicit: a motion to transfer $1,200 from general fund overtime comp save to general fund longevity for sheriff department staff passed, as did a jail‑side $200 transfer for longevity payments. Multiple members moved and seconded transfers (motions commonly listed as “Motion by Miller; second by Collins” or similar) and the votes were typically unanimous where roll call was not requested. Council approved an additional appropriation of $5,000 from a Venture Trucking Fund for an employee holiday meal and approved a $43,624 additional appropriation request for the health department (COAG response fund) earlier in the meeting.
The council tabled a broader salary ordinance to the Dec. 30 meeting to allow staff and commissioners to prepare numbers and for the council to advertise any proposed percentage increase.
