Bonneville County planning staff told the county hearing that an application by Corey Bingham on behalf of Michael Rockwood requests changing 0.571 acres at 2855 E. Lincoln Road from an urban residential designation to industrial on the comprehensive plan land‑use map. "The applicant is Corey Bingham on behalf of Michael Rockwood," planner Michelle Hagan said, adding the site is within the county's area of impact with the city of Ammon and is currently developed with a single‑family house.
Hagan told commissioners the county's Planning and Zoning Commission held a public hearing Oct. 22, 2025, and recommended approval of the map amendment by a 6–1 vote. She summarized four conditions the commission attached: landscaping along Lincoln Road, compliance with public‑works entry requirements, a physical buffer (not just landscaping) along neighboring properties to address safety and noise concerns, and an additional planning review. "The planning and zoning finding impact was included in your hearing packet," she said.
Staff warned that an approved map amendment would not permit another map change for six months and that a separate rezoning would be required before any industrial uses could be established. Hagan also noted the commission received testimony from neighborhood residents and urged consideration of lot compatibility, concentration of uses, thoroughfare impacts and public‑facility capacity.
During the hearing, a member of the public described past site changes — a widened driveway adjacent to a former sugar‑factory parcel and a gate placed after an emergency — but did not register formal opposition. Corey Bingham, who identified himself as the property owner during the meeting, told the record he had restarted the application process after acquiring the parcel and supplied an address for the record. "I actually own that property now," Bingham said.
Commissioners asked clarifying questions. Staff said it would take the item under advisement and prepare a written finding; Hagan estimated the finding would be available in about two weeks but cautioned timing could be longer around the holidays.
