Residents who spoke at the public hearing raised questions about construction impacts, safety and environmental effects. One attendee asked whether the project emits harmful radiation; the developer replied that they were not aware of radiation risks tied to utility-scale solar installations and that electromagnetic effects beyond immediate equipment enclosures are not typical for these projects. "That question honestly hasn't come up again" in the developer's recent projects, the representative said.
A resident said a family member later developed leukemia and asked whether installations had been tested for health effects. The developer responded that large-array panels do not contain hazardous chemicals in substantial amounts and said the company plans to consult ecologists and apply mitigation measures for wildlife and ground disturbance.
County staff explained the local regulatory context. Speaker 4, identified in the hearing as county staff, said the county adopted a solar ordinance in 2022 and revised it on 08/10/2023; staff noted that state law sets limits on the county's authority and that the local ordinance requires a vegetative screen between the solar farm and public areas and restoration if native vegetation is removed. The staff member also said the project must secure a road‑use agreement with the township and coordinate with the county engineer for the entrance off Van Road.
On setbacks, the county staff referenced a 150‑foot residential setback in the local ordinance. The developer said the chosen field avoids the need to bring in substantial new screening vegetation because existing vegetation is minimal and the site is sited to limit visibility from the road and nearby houses.
The presenter described interconnection constraints as a limiting factor for site size: substation capacity in the area caps feasible project expansion unless the county or utility invests in costly substation upgrades. The developer estimated a construction timeline of roughly 12–18 months from land‑use permit approval to operation, with third‑party vendors engaged later in the process to recruit subscribers.
