The motion was moved and seconded and passed on a roll-call vote recorded as 18 in favor and 1 opposed. According to the clerk’s reading and roll call, the committee had recommended approval prior to the board vote.
The board also approved actions concerning Seminary Road. Clerk-read Resolution 2025-10-501-025 formally removes Seminary Road (a portion of County Highway 34) from the county highway system and transfers jurisdiction to the City of Quincy. A companion resolution, 2025-10-501-026, appropriated funds from the county motor fuel tax (MFT) fund to accompany that transfer; the clerk read an appropriation amount of $6,650,000 tied to the MFT section and the board approved the appropriation by voice vote. During discussion a board member asked for a breakdown of what was described as a "650,000" transfer; county staff explained the payment is essentially a reimbursement to the city for costs it incurred resurfacing the road and that figures were rounded to an even number. The board ratified a multi-year labor agreement between the Fraternal Order of Police Labor Council (representing the Adams County Sheriff’s Court Services Unit) and the county for the period beginning Dec. 1, 2024, and ending Nov. 30, 2027. The chair summarized the contract during the meeting as including multi-year raises described numerically in the session; the board ratified the agreement and the chair indicated he would sign it.
Other approvals included a $10,642.68 culvert appropriation (Resolution 2025-10501023), a tax-sale resolution for a parcel in Melrose Township (Pen20-4568), event liquor licensing for Plate Daddy’s Barbecue on Oct. 15, and several fund transfers and appropriations from the finance committee, including an additional $110,000 of funding for public defender expenses and smaller transfers to VAC programming. The board adopted a courthouse holiday schedule for 2026 and established the 2026 board meeting calendar.
