Speaker 5 described the drain's mainline route and explained that branches 1 and 2 were effectively orphaned after a 2016 realignment and that parts of the original tile were plugged or abandoned. He said branch 4 and 5 are currently maintained together, but branches 1 and 2 will require property-owner consultations, potential vacating, or inclusion in a maintenance assessment if they are to be brought into county maintenance.
No action was required at this meeting. Speaker 5 said the matter will be coordinated with Allen County and brought to a joint board meeting to determine assessments, possible vacating of small stub tiles, and whether the county will assume maintenance responsibility for additional branches.
