County Manager Austin Osborne summarized the county’s conversations with the district, the State Historic Preservation Office (SHPO), Lyon County and other agencies. He said discussions have explored whether the district might operate with more autonomy, whether interlocal agreements could provide shared services, or whether minor legislative changes could streamline responsibilities.
Commissioner Mitchell disclosed his role as vice‑chair of the Comstock Historic District Commission and recused himself from voting on the item but participated in the discussion to explain the background. Mitchell and other board members noted SHPO staff had discussed options to change staffing or budgeting arrangements.
Commissioner Gilman moved to direct staff to consult with the Comstock Historic District Commission and develop findings and recommendations for future board consideration; the motion passed by voice vote with all present saying "aye."
What happens next: County staff said they will continue stakeholder conversations, review Nevada statutes and administrative code relevant to the historic district, and return options that may include interlocal agreements or policy proposals for the board to consider.
