Haralson County staff briefed commissioners on options to begin construction work on a government complex and the "My Turn" project before new SPLOST collections begin.
Avery (Speaker 9) said the county can use previously collected SPLOST funds and reserve balances to begin work and later repay those amounts from a countywide SPLOST allocation: "Everybody knows that 1,000,000 comes off the top of the SPLOST from the entire county, including the cities, to go towards that project," Avery told the board. He said bond counsel had outlined financing approaches and that the county would not pursue bond financing until a gross maximum price (GMP) from a contractor is available.
Commissioners discussed alternatives including lease arrangements and long-term repayment over the SPLOST 8 collection period and noted the sale of industrial-park land could accelerate repayment. Staff said contractors were bid-ready but that a contractor had not yet been selected and the project timeline depends on completing design work and obtaining a GMP. One commissioner noted the board would place a redirection-of-funds vote on the December agenda to start work and would include the transfer of approximately $414,000 intended for a truck as part of that package.
No formal vote occurred at the work session. Staff committed to returning with financing schedules, cash-flow projections and both options for repayment and timing before any funds are moved.
